what are the responsibilities as an editor for manga? I know a lot about english and can proof-read pretty well if its that sort of thing, but I don't know anything about japanese.

Editing only involves leveling and cleaning each page, adding the English text to the page and also adding SFX. Your editing would then be checked by other editors to make sure no mistakes were made. That pretty much sums it up. Proof-reading and translating are done by other people. Editors are not responsible for that.
