man, i dont believe i could possibly hate my isp anymore then i already do.
paying 30 bucks a month for a download speed that fluctuates between .33-.36 Mb/s...yeah.
and now my dad has a new computer, and likes to be on the internet at the same time as me. It literally took me around 3 minutes to buffer 10 seconds of a video on youtube.

My ISP here in Australia (Optus) is okay for me I guess. I pay AU$60 (Almost the same in US$) fot 90GB. Trust me, internet here is quite expensive if you don't know where to look, but lots of people are on an ISP called TPG and for around AU$50, you can get a 130GB plan for 24 months. Though its on ADSL2+ and I am on Cable, so I adore my cable.  My speed varies, on average I can go at 14.28 Mbps dl speed (though 4.2 Mbps on upload)... Having said that, I don't like what my Government is proposing - An Internet Filter and it has been a controversial issue for around a year now. Most of the public here don't like to become China and ISPs here are criticising the government about it (ie. saying the net will be slower)

well, my ISP apparently has a 20GB limit, for £20, about $30, but i dont think there are any penalties for going over

I'm guessing you have a speed restriction after going over then? I have a speed restriction on mine once I go over my 90GB limit.

I...I guess I should count my blessings then, as I really don't have any complaints towards my ISP. Heck they even periodically upgrade everyones upload/download speeds every once in a while... (they did just that a month ago I think too)

that's nice, a standardization. It is true though, there is not easy way to determine the exact bandwidth of the connection, as it varies in different times and requires a clean, empty line to test for long durations. Besides, various ISPs use proxies and may block/throttle other traffic than web pages, which causes an illusion that internet speed is faster for the majority of users. :\ bah.
